Basic webhooks

It would be nice to have webhooks. It's quite common to have them in services that emit notifications. It's a great simple way to hook up some third-party services. Since it's a simple URL to "ping" it's not as coupled and hard to do as proper integrations.

There's no button but you can easily test them by adding a website which doesn't exist and wait 30 seconds. You can test the up alert by changing it to a website which does exist ☺
